What Amex C08 means
American Express C08, "Goods/Services Not Received or Only Partially Received", is used when the cardmember says they never got what they paid for, or only got part of it.
On Stripe the dispute shows the reason Product not received, with C08 as the network reason code.
Inquiry first, sometimes
American Express often starts with an inquiry: the bank asks for information before opening a formal chargeback. There's no dispute fee at that stage, and a clear answer often ends it. Don't ignore it; an unanswered inquiry can become a chargeback that's much harder to win.
What wins it
For software, courses and memberships, delivery means access:
- The access email or account creation, with date, time and IP address.
- Logins, downloads or lessons completed after the purchase.
- For "only partially received": what was included at checkout and what the customer accessed, such as modules opened or features used.
- The customer's own messages showing they had access.
When to accept
If the customer really didn't get access, or only part of what checkout promised, refund the missing part or accept.
Every Stripe evidence field and the file limits are in the Stripe dispute evidence guide. For the reason as a whole, see Stripe "Product not received" disputes. What inquiries cost and how long they stay open: Stripe chargebacks.
FAQ
Is Amex C08 the same as Visa 13.1?
They cover the same claim. Visa 13.1 and Amex C08 are both non-delivery codes, and Stripe files both under Product not received.
Do I pay a dispute fee for an Amex inquiry?
Not at the inquiry stage. The dispute fee applies if it becomes a formal chargeback.
